Project description:

In order to obtain initial planning solutions for the "Living without a car" project, a prize competition was held throughout the state of North Rhine-Westphalia. The advantages of a residential area with no cars, with public spaces which would then be available for a variety of uses, coupled with the possibility of land improvements characterised by savings in both land area and cost, and the creation of dense residential areas at a favourable price within a high quality residential environment - these are the factors which are to be integrated within a concrete model building project.
The City of Münster was chosen as the model city for the project, specifically, the "Hindenburgkaserne" area, located approximately 2.5 km from the centre of the city, which already has a highly developed infrastructure. The ground area of the car-free city quarter is approximately 2.7 ha, and the plan was to build 196 residences on this area, for either renting or purchasing (town housing and residential blocks). The special characteristics of this residential quarter are the social and ecological qualities which they embody. The ecological criteria include, for instance, the application of the low energy-standard housing, the provision of a high proportion of green areas, the complete recycling of rainwater, and at least the incorporation of green plants on the roofs of the buildings.
The search for residents was pushed intensly. Future residents themselves had the opportunity of participating in the planning and design phases of the neighbourhood, by joining working committees and workshops. There were two committees, which examined the subjects of "Common spaces and mobility" and "Planning open areas".

In the middle of 2006 approx. 130 households live in the Gartensiedlung Weißenburg. The first section with 60 dwellings and 10 terraced houses for rent was finished in the autumn of 2001. The second section (60 dwellings for rent with 2-4 rooms) was finished in April - June of 2003. In the settlement there is a community dwelling, rented by the inhabitant association "Autofreie Siedlung Weißenburg e.V." to be used for activities of the neighbourhood.
While the renting objects could be marketed fast and are well inquired, the land development of the third section with the originally planned property objects is still pending. So far still no sufficient marketability could be obtained for the planned property objects.
