A deregistration is only necessary in Münster if you are moving out of a residence and not moving into a new domestic residence in Germany.You can find examples below.
If you are not moving into a new domestic residence in Germany you must officially cancel your registration – for the deregistration you need:
You can get the registration form in one of the facilities of the Citizens' Affairs Office (Amt für Bürgerangelegenheiten) as well as at Münster Information in the Council Office Building (Stadthaus 1) or directly here.
The deadline for deregistration is one week after moving out of your residence in Münster. The deregistration must be signed by the person subject to registration.
A personal visit is not necessary.

There are no charges for the deregistration.
If you have a Resident Parking Permit, you must hand it over when moving out of the parking area. You can find further information about resident parking here.
Examples:
You move out of your residence in Münster and move into a new residence in Berlin.
You move into a different, new residence in Münster (change of address in Münster).
You move into a new secondary residence in Hamburg, but the main residence in Munich remains (until now Münster was your secondary residence).
You move back to your present main residence in Munich (until now Münster was your secondary residence).
In future you no longer have a residence (without a permanent residence).
You are moving to a foreign country.
